Jakarta (ANTARA) – The National Human Rights Commission (Komnas HAM) views the establishment of the National Agrarian Reform Agency (BRAN) as a promising step toward resolving and preventing agrarian conflicts through a legal, fair, and human rights-centered approach.
Speaking in Jakarta on Friday, Komnas HAM Chairperson Anis Hidayah described BRAN as a crucial and highly strategic institution that the public has long awaited, as land disputes have dragged on for years and often proved difficult and complex to resolve.
To support this joint effort to tackle agrarian conflicts in accordance with human rights principles, Komnas HAM formally submitted a roadmap for human rights-based agrarian conflict resolution—a document the commission spent roughly two years developing.
Anis explained that the roadmap sets out a comprehensive strategy spanning institutional reform, governance improvements, legal reform, and preventive measures to keep land disputes from recurring.
“We also emphasized the specific human rights approach BRAN should adopt when handling land cases,” she said.
The commission is exploring an institutional partnership with BRAN, outlined during a meeting with BRAN Head Dedi Prasetyo at the Komnas HAM office earlier today.
Anis affirmed that the commissioner for monitoring and investigation will follow up on technical cooperation with the agency, specifically to map priority agrarian cases for joint resolution.
She emphasized that the move is critical, given that many people face confusion and struggle to access justice due to prolonged land conflicts that lack legal certainty.
Meanwhile, Komnas HAM Vice Chairman for Internal Affairs Prabianto Mukti Wibowo highlighted that the BRAN head’s background in the police force is an advantage, enabling more responsive action and coordinated decision-making in the field.
“With the establishment of the agrarian reform agency, we hope resolution of agrarian conflicts will be faster and fairer. It should not just be about legal resolution, but also about delivering a true sense of justice for the victims,” Wibowo remarked.
