Gov’t prioritizes human-centered AI principle for inclusivity

Jakarta (ANTARA) – The government prioritizes the human-centered Artificial Intelligence principle in AI ecosystem development, the Head of the Digitalization and Information Management Bureau at the Coordinating Ministry for Human Development and Culture, Agung Gumilar Triyanto, said.

“AI is a tool. Who operates it? Humans do. So we need to look at it from the human-centered AI perspective, with humans serving as the operators who use it,” Triyanto said during a discussion held by OpenAI here on Thursday.

To uphold this principle, the ministry pursues an approach of “AI for all, for many, and for few”, especially in AI-specific digital talent literacy activities.

Through this approach, the ministry expressed hopes that every AI digital talent in Indonesia can produce innovations and solutions that remain human-centered.

According to him, the AI development principle is also reflected in every step taken by the ministry and other ministries responsible for AI development.

He cited the ministry’s initiative in issuing a joint decree with seven ministries focused on ensuring young people can use AI responsibly without losing their critical thinking skills as the nation’s future generation.

The joint decree refers to guidelines on the use of digital technology and AI in education.

Under the guidelines, students from primary to secondary school levels are not allowed to use instant AI services to directly answer school assignments.

However, AI use remains permitted if the technology is specifically designed for educational needs and guided learning purposes.

Another example is Government Regulation Number 17 of 2025 on Electronic System Governance for Child Protection in Digital Spaces (PP TUNAS).

The regulation prioritizes children’s safety, including when accessing AI services provided by electronic system operators.

The government is also translating this principle into concrete programs so AI can be introduced even to regions with limited digital infrastructure access.

“Now there is integrated Sekolah Rakyat, as well as Sekolah Unggul Garuda, and others. At the education level, social facilities (for AI access) have been provided,” Triyanto said.
