Jakarta (ANTARA) – Indonesia is aiming to transform from a passive consumer into a major global force in the artificial intelligence (AI) landscape, deploying a comprehensive strategy designed to tap into every layer of the technology’s supply chain.
Speaking in Yogyakarta on Thursday (August 13), Deputy Minister of Communications and Digital Affairs Nezar Patria unveiled the government’s five-layer strategic approach to address the entire AI ecosystem, commonly known as the “full stack” of AI.
“The first layer is energy, followed by infrastructure, chips, talent, and applications,” Nezar stated.
He explained that to keep pace with rapid global advancements, Indonesia is currently focusing on the application layer.
Rather than building expensive foundation models from scratch, the country is utilizing existing open-source models and conducting specialized post-training to address specific domestic needs.
“We tried to use the existing foundation model, then carried out a number of post-trainings to provide solutions in sectors such as health, agriculture, and education,” Nezar noted.
However, Nezar emphasized that the government does not intend to limit Indonesia’s role to that of a technology user.
To build long-term capabilities across the infrastructure and chip layers, the government plans to leverage the country’s critical mineral reserves through industrial downstreaming to integrate into the global semiconductor supply chain.
Furthermore, the ministry is currently drafting the National Roadmap for AI Development to strengthen regulation, foster cross-sector collaboration, and attract investment across all five layers of the AI ecosystem.
“In the end, we do not want to just be users; we want to be significant players in the development of AI at the global level,” Nezar asserted.
