Jakarta (ANTARA) – Indonesia’s House of Representatives (DPR) and the government officially launched Presidential Regulation Number 27/2026 on the Protection of Digital Platform-Based Transportation Ecosystems, regulating online motorcycle taxi and delivery services.
The House Deputy Speaker Sufmi Dasco Ahmad said the drafting of the regulation involved the Ministry of Micro, Small, and Medium Enterprises (MSMEs), the Ministry of Transportation, the Ministry of Communication and Digital Affairs, and the Ministry of State Secretariat.
“After a lengthy process of synchronization and harmonization, we have finally achieved a set of rules that can properly govern the sector,” Dasco said during a press conference at the parliamentary building in Jakarta on Thursday.

Meanwhile, Deputy Minister of State Secretary Bambang Eko said the regulation covers various aspects of digital transportation, ranging from electronic systems, micro-enterprises, and partnerships to social security, labor, and guidelines for issuing implementing regulations.
Eko added the relevant ministries will each issue the necessary derivative regulations to execute the presidential regulation. The government aims to have these implementing rules published by December 31, 2026, at the latest.
“Furthermore, matters related to coordination and other follow-ups will be carried out after this presidential regulation is officially issued,” he said.

Under the regulation, the Ministry of MSMEs will oversee partnership agreements between online motorcycle taxi drivers and platform providers.
In the meantime, the Ministry of Transportation will ensure the strict enforcement of an eight percent cap on platform commission fees.
Additionally, the Ministry of Communication and Digital Affairs will regulate goods and food delivery services to ensure that online motorcycle taxi drivers earn a decent and guaranteed income.
Dasco also mentioned the relevant ministries will form a coordination forum or task force, which will be chaired by MSMEs Minister Maman Abdurrahman.
