Indonesia targets waste to energy projects in 12 cities by year-end

Jakarta (ANTARA) – Indonesia is accelerating its green energy transition with plans to break ground on waste-to-energy (PSEL) facilities across 12 cities by the end of 2026, according to Minister of Investment and Downstreaming Rosan Roeslani.

“We are confident there will be more waste to energy groundbreakings in 12 different cities between now and the end of the year,” Rosan said at the opening of the Indonesia International Sustainability Forum (ISF) 2026 in Jakarta on Tuesday.

The upcoming projects will build on the PSEL construction already underway in Greater Denpasar in Bali, Bekasi City, and Greater Bogor in West Java.

These foundational projects have been designated as National Strategic Projects under Presidential Regulation No. 109 of 2025 and are developed in stages by the state investment management agency Danantara Indonesia.

A key benchmark for the initiative is the Bogor Raya 1 PSEL facility, where construction commenced on September 17, 2026.

Representing an investment of Rp2.8 trillion (around US$156.4 million), the facility is designed to process 1,500 tons of waste daily while generating up to 1,200 local jobs. It is targeted for operational launch by mid-2028.

For the second batch of the initiative, Danantara Investment Management has issued Conditional Letters of Award to eight selected partners, covering eight strategic locations across 20 regencies and cities.

Feasibility studies for this phase, including the Kayu Manis PSEL project in Bogor City, are targeted for completion by mid-November 2026, paving the way for construction starts ahead of the previously projected December 2026–January 2027 timeline.

Roeslani emphasized that all processing facilities are being constructed in compliance with European emission standards to enforce sustainable practices.

He said that sustainability has moved beyond a purely environmental topic to become a central driver of the national economic, industrial and investment agendas.

“We want the investments entering Indonesia to be sustainable and enduring. Naturally, these must be high-quality investments,” the minister noted, adding that high-quality investment must generate both economic value and stable employment opportunities.

Rosan reaffirmed that the government views sustainability investments as a vital element in sharpening Indonesia’s economic competitiveness while accelerating solutions to pressing environmental challenges.
