Indonesia transforms land services to close loopholes for land mafia

Jakarta (ANTARA) – Minister of Agrarian Affairs and Spatial Planning Nusron Wahid stated that Indonesia’s land service transformation aims to close systemic loopholes exploited by the land mafia or land grabbers.

“The mafia thrives wherever there are loopholes and grey areas,” he said in a statement in Jakarta on Tuesday.

Nusron affirmed that his ministry continuously makes efforts to close loopholes for the land mafia by accelerating service turnaround times, supported by the integration of land registry data with local government databases.

Discrepancies between local government data and national land registries—such as differences between the Tax Object Number (NOP) and the Land Parcel Identification Number (NIB)—often become loopholes exploited by the land mafia.

To address this, the minister and Home Affairs Minister Tito Karnavian agreed to mandate the integration of the NIB and NOP under a joint circular issued by both ministries, encouraging collaboration at the district and city levels.

“We want to transform our services and provide conveniences to the public. If the data is clean, I believe accelerating these services will actually close off room for the mafia to operate,” he said.

The Ministry of Agrarian Affairs and Spatial Planning is also reinforcing service timelines to avoid drawn-out processes that give the land mafia opportunities to offer illegal broker services to the public.

As part of these efforts, the ministry established a 10-day limit for Title Transfer services, which will be rolled out gradually starting August 17, 2026, across 17 districts and cities.

According to the minister, eradicating the land mafia requires more than just enforcement efforts but also improving the service system and the integrity of human resources.

“Transparency, faster services, and data integration will shut down opportunities for the mafia to operate,” he said.
