Jakarta (ANTARA) – Indonesia will leverage the newly established Badr Memorandum defense partnership with Türkiye, Qatar and Pakistan to significantly strengthen its national defense production and manufacturing capabilities, the Foreign Affairs Ministry announced.

Speaking at a press briefing in Jakarta, Thursday, Foreign Ministry spokesperson Vahd Nabyl A. Mulachela stated that the pact allows Jakarta to collaborate with nations possessing high qualifications and compatibility to advance domestic defense output.

“We aim to strengthen our national capabilities, and in doing so, we are partnering with countries deemed to possess the necessary qualifications and compatibility to support the advancement of Indonesia’s production capacity,” Nabyl said.

The multilateral framework outlines key areas of cooperation, including joint research and development, technology transfer and industrial manufacturing collaboration.

It also seeks to create investment opportunities through the joint production of competitive military equipment while strengthening human resource capabilities across the defense sector.

“This initiative will drive innovation in defense technology by combining the expertise of all four nations,” Nabyl added.

According to Nabyl, the agreement aligns with Indonesia’s broader strategy to diversify its international defense partnerships and strengthen its position in global defense supply chains. The strategy is underpinned by mutual trust, equality, and reciprocity.

The Badr Memorandum, named after the Arabic word for “full moon,” was signed in Doha by defense representatives from the four countries.

The signatories included Indonesia’s Deputy Minister of Defense Yusuf Jauhari; Türkiye’s Minister of National Defense, Yaşar Güler; Qatar’s Deputy Prime Minister and Minister of State for Defense Affairs, Sheikh Saud bin Abdulrahman bin Hassan Al Thani; and Pakistan’s Minister of Defense, Khawaja Muhammad Asif. Haluk Görgün, head of Türkiye’s Defence Industries Agency, also co-signed the agreement.

Beyond industrial production and technology sharing, the memorandum aims to strengthen military and technical training, joint exercises, and advanced research initiatives among the participating countries.
