Indonesian Govt urges citizens in Russia, Ukraine to remain vigilant

Jakarta (ANTARA) – Indonesia’s Foreign Ministry urged its citizens in Russia and Ukraine to increase vigilance amid an escalation in fighting between the two countries, the ministry said.

The Indonesian embassies in Kyiv and Moscow are monitoring security developments and the condition of Indonesian citizens amid increasingly frequent air strikes, said Heni Hamidah, director of citizen protection.

“The Indonesian embassies in Kyiv and Moscow urge all Indonesians in Ukraine and Russia to remain vigilant and avoid non-essential travel to areas experiencing attacks,” Heni said in a written response to ANTARA in Jakarta on Monday.

The embassies also urged Indonesians to monitor official information and instructions from local authorities in the event of attacks, she said.

“When an attack warning is issued, Indonesians are urged to immediately seek shelter and ensure their documents and essential items are easily accessible,” Heni said.

Heni said Ukrainian attacks on Sept. 19-20 against several targets in Moscow, including an oil refinery, had triggered an increase in Russian retaliatory strikes against parts of Ukraine.

The Indonesian Embassy in Kyiv confirmed an increase in Russian drone attacks in Kyiv and Odesa, as well as along major routes toward the Polish border, including Zhytomyr and Rivne.

On Sept. 21, the Russian military launched attacks on several facilities it said were linked to Ukraine’s military and logistics interests, Heni added.

Despite the escalation, the Indonesian embassies in Kyiv and Moscow said all Indonesian citizens within their respective jurisdictions were safe.

“The Indonesian embassies in Kyiv and Moscow continue communicating with Indonesian citizens to ensure their safety and obtain the latest information about their conditions,” Heni said.

As of June 2025, the Indonesian Embassy in Kyiv recorded 80 Indonesian citizens living in Ukraine. The Indonesian Embassy in Moscow recorded 1,325 Indonesian citizens in Russia as of September 2025.

Heni said the ministry would continue monitoring security developments and coordinating closely with local authorities to determine appropriate measures to protect Indonesian citizens.
