Jakarta (ANTARA) – Indonesia’s deputy minister for women’s empowerment and child protection called for cross-sector cooperation to build an integrated system for protecting women and children from violence.
Deputy Minister Veronica Tan said cases often involve police, health providers, social rehabilitation agencies and witness protection services, rather than a single institution.
“As long as these agencies operate independently, victims are left to navigate the gaps between them. This is precisely why we need an integrated policy and system,” Tan said Tuesday.
She spoke at a coordination meeting in Jakarta to follow up on a joint decree establishing a pilot project for integrated services.
Tan said efforts to unify services were strengthened by a joint decree signed June 4, 2026, with Jakarta as the initial pilot location.
Since the decree took effect, an acceleration team has regularly reviewed cases and identified bottlenecks in the service system, she said.
The reviews identified issues requiring joint action, including jurisdictional boundaries, law enforcement, social rehabilitation and reintegration, funding, and disconnected data systems.
Jakarta was selected to develop an integrated service model that can serve as a reference for replication in other regions based on their readiness.
“Imagine if cases receiving joint attention and weekly reviews still face bottlenecks that require leadership escalation. It clearly means the system itself isn’t working as it should,” Tan said.
