Jakarta (ANTARA) – Deputy Speaker of the People’s Consultative Assembly (MPR) Edhie Baskoro Yudhoyono, popularly known as Ibas, said the Climate Change Bill must address six key issues, ranging from targets to financing.
“A good law is not one with the most provisions. A good law is one whose benefits are most clearly felt by the people,” Ibas said in a statement received in Jakarta on Wednesday.
According to Ibas, the bill must not stop at being a normative regulation but should serve as a legal instrument that provides tangible protection for the public while ensuring sustainable development.
He said the first issue that needed to be regulated was clear, measurable, implementable, and regularly evaluated climate change targets.
Second, the bill should establish an institution responsible for leading, coordinating, and overseeing the implementation of climate change policies.
Third, Ibas said strengthening adaptation should receive equal attention to efforts to reduce emissions.
According to him, the regulation should prepare communities to face the impacts of climate change while strengthening resilience to disasters and environmental changes.

Fourth, Ibas emphasized the importance of adequate financing to ensure that policy targets could be implemented.
“Targets without financing are merely aspirations. A good policy can be implemented with adequate budgetary support,” he said.
Fifth, he called for the Climate Change Bill to ensure that the transition to a green economy takes place fairly and does not come at the expense of the public.
Sixth, says Ibas, the bill needed to strengthen data and accountability so that the public could know the targets, budget allocations, implementation results, and the parties responsible if the targets were not achieved.
Ibas said Indonesia had already made various climate change commitments and adopted related policies, including ratifying the Paris Agreement, introducing carbon economic instruments, and setting a target of achieving net-zero emissions by 2060 or earlier.
Therefore, he stressed the importance of properly integrating all of these policies. Ibas also warned that the Climate Change Bill should not create overlapping regulations.
The Climate Change Bill is included in the 2026 Priority National Legislation Program (Prolegnas) and is still under discussion in the House of Representatives (DPR).
