RI extends halal certification mandate for select sectors to Oct. 2028

Jakarta (ANTARA) – The Indonesian government has extended the deadline for mandatory halal certification for certain products and services to October 2028, postponing the original enforcement date of October 18, 2026.

The extension is intended to give businesses and the national halal ecosystem more time to prepare for implementation.

Susiwijono Moegiarso, Secretary of the Coordinating Ministry for Economic Affairs, said the adjustment would be made through an amendment to Government Regulation No. 42/2024 on the Implementation of Halal Product Assurance.

“Taking into account the readiness of the halal ecosystem, the government has extended the phased implementation of mandatory halal certification through a government regulation amending Government Regulation No. 42/2024,” Susiwijono said in a press statement in Jakarta on Saturday.

Under the amended Article 160, mandatory halal certification for services related to food, beverages, and slaughtered products, excluding slaughtering services, will take effect on October 18, 2028.

Micro and small enterprises have been granted an extension until October 17, 2028, to comply with the phased implementation requirements for food, beverages, slaughtered products, and slaughtering services.

The government has also set October 18, 2028, as the start date for mandatory halal certification for imported food, beverages, slaughtered products, and slaughtering services. The adjustment takes into account the completion of mutual recognition agreements for halal certification.

The deadline has also been extended to October 17, 2028, for natural medicines, quasi-drugs, health supplements, cosmetics, chemical products, genetically engineered products, and certain consumer goods that were previously scheduled to meet phased compliance requirements by 2026.

For other product categories, the implementation timeline remains unchanged, in accordance with Government Regulation No. 42/2024.

Halal certification for over-the-counter (OTC) and limited OTC medicines will continue to be implemented in phases through October 17, 2029. Prescription medicines, excluding psychotropic drugs, have until October 17, 2034, to comply.

In line with these revisions, the government will adjust the implementing regulations under Government Regulation No. 42/2024 and revoke Regulation No. 4/2026 issued by the Halal Product Assurance Agency (BPJPH), which governs conformity assessments for imported halal products entering Indonesia.

The government reaffirmed its commitment to ensuring halal product compliance while implementing the requirements in line with the readiness of the national halal ecosystem.

The extension is expected to strengthen consumer protection, provide legal certainty and flexibility for businesses to adjust, maintain smooth trade flows, and enhance the competitiveness of Indonesia’s halal industry.
